Morocco’s Tech Leap Forward: 5G for All by 2030 Under $8B Masterplan

RABAT, July 26, 2025 — In a decisive push toward a digitally inclusive future, Morocco has announced a historic investment of MAD 80 billion (approximately $8 billion USD) to achieve 85% national 5G coverage by 2030, under the framework of its “Maroc Digital 2030” strategy. The announcement, made by the Ministry of Digital Transition and Administrative Reform, underscores Morocco’s determination to secure its place as a regional tech hub and a global player in digital transformation.

“This investment is more than just about technology,” said Ghita Mezzour, Minister Delegate in charge of Digital Transition. “It’s about ensuring that every Moroccan—whether in Casablanca or in a remote mountain village—has the opportunity to thrive in a connected, knowledge-based economy.”


⚙️ Digital Infrastructure as a Driver of Equality

The “Maroc Digital 2030” agenda is not only a technological upgrade but also a socio-economic strategy. The expansion of 5G will enhance public services, improve telemedicine and education, and attract foreign direct investment (FDI) into Morocco’s thriving IT and renewable energy sectors.

Key components of the initiative include:

  • Installation of over 20,000 5G towers nationwide
  • Subsidized internet access for underserved communities
  • Incentives for telecom operators to build in rural and mountainous regions
  • Smart city infrastructure in urban hubs like Rabat, Casablanca, and Tangier

📶 Bridging the Digital Divide

While major Moroccan cities already benefit from reliable 4G and fiber optic networks, rural and southern provinces lag behind in digital infrastructure. With this investment, previously marginalized regions like Draa-Tafilalet, Souss-Massa, and the Oriental will be connected to the high-speed grid.

“This is a game-changer for education in my region,” said Amina El-Fassi, a secondary school teacher in Ouarzazate. “Online classes, digital libraries, and real-time communication with parents and students will become the new normal.”

The private sector has also welcomed the move. Inwi, Maroc Telecom, and Orange Morocco have all signaled their readiness to support the government’s plan and invest in their own infrastructure expansion.


🌍 Morocco as a Digital Gateway to Africa

With this strategic rollout, Morocco aims to solidify its role as a digital and logistical gateway between Africa and Europe. The plan aligns with the African Union’s Digital Transformation Strategy and coincides with Morocco’s broader investments in data centers, AI labs, and fiber optic corridors that connect West Africa to Europe via Tangier.

“Morocco is not just catching up—it’s leapfrogging into the future,” said Dr. Mehdi Alaoui, CEO of LaStartupFactory, a Casablanca-based tech incubator. “With reliable 5G, Moroccan startups can scale globally, and international firms will see Morocco as a strategic digital base.”


⚠️ Challenges Ahead

Despite the enthusiasm, implementation hurdles remain. Experts point to the need for cybersecurity infrastructure, legislative updates, and capacity-building for civil servants and teachers.

Civil society groups have also raised concerns about digital surveillance and data privacy, urging lawmakers to prioritize transparent regulations to protect citizens in the digital age.


📈 Outlook

By 2030, Morocco is projected to see GDP growth of up to 1.5% directly attributable to 5G-related innovation, according to estimates by the Ministry of Economy and Finance. Industries such as agritech, e-commerce, transport, and renewable energy are expected to be major beneficiaries.
